The Small Business Administration (SBA) disaster loan assistance is now available to businesses in Georgia suffering substantial economic injury as a result of the COVID-19.  These are low interest loans to help small businesses overcome the temporary loss of revenue.  Applicants can apply online or by mail.  These are the earliest loans we have seen.
